You can increase dweller's population in your shelter by several ways: build a Living Room and move dwellers of both sexes there. In a while, they will be expecting a baby. Alternatively, you can rescue captured dwellers in your adventures by completing missions on the map. Also, you have a chance to get dwellers by opening chests or completing certain quests.
